Growth strategy for the creative economy aims for sustainable growth and internationalisation

The growth of the creative industries and the creative economy is based on companies in the sector, their growth and internationalisation. Compared to its reference countries, such as Sweden, Finland has so far not really known how to make use of immaterial value creation. The creative industries still have a considerable amount of untapped potential for economic growth in Finland.

These are the key points of the growth strategy for the creative economy 2025–2030 published by the Ministry of Education and Culture and the Ministry of Economic Affairs and Employment on 10 June 2025. The strategy aims to promote the growth and internationalisation of the three sub-sectors of the creative economy: scalable content (such as games, literature, music and the audiovisual sector), creative services (such as architecture, design, fashion and marketing) and the event sector (including arts and cultural services).

“Creative industries offer huge export potential and play a growing role in the economy of our time. The growth strategy for the creative industries is one of our tools to boost the business activities and internationalisation of the sector and to promote Finland’s economic growth, exports and country brand,” says Minister of Economic Affairs Wille Rydman.

“It is important to consistently increase the role of culture in Finland’s international visibility and export promotion. At the same time, it is essential that sustainable livelihoods and entrepreneurship are available to those working in the creative industries,” says Minister of Science and Culture Mari-Leena Talvitie.

The measures included in the strategy are national and apply to the entire sector. They are divided into six priority areas: 1) competence and foresight, 2) ecosystem cooperation, 3) business advisory services, 4) funding paths, 5) country branding, export promotion and marketing, and 6) regulation. The strategy also includes indicators for monitoring its implementation.

The Government Programme of Prime Minister Petteri Orpo states that a cross-sectoral growth strategy for the creative industries will be implemented in connection with the cultural policy report. The implementation of the growth strategy will be monitored by the Advisory Board on the Creative Economy until 2030.
