30.1.2025 | A working group preparing an overhaul of student financial aid has assessed the current situation in student financial aid and key development needs in the student financial aid system. Needs for development that were deemed essential include reinstating indexation and restructuring interest assistance and loan granting practices to improve the security of student loans. The working group's proposals were submitted to Minister Sandra Bergqvist on 30 January.

2.12.2025 | An OECD survey shows that Finnish early childhood education and care (ECEC) stands out for active cooperation with families. In Finland, staff communicate and organise events for families more often than in most other participating countries. Stress levels among ECEC and pre-primary staff and leaders are lower in Finland than elsewhere, but staff shortages are a major source of stress.

10.12.2024 | The Finnish model for leisure activities offers children and young people free extra-curricular activities as part of their school day. The clubs already reach around one in four students attending comprehensive schools in Finland. The model not only increases children's and young people's engagement in leisure activities, but also improves opportunities for those who have found it difficult to pursue activities, especially if they come from low-income or one-parent families.

11.3.2025 | The working group on responsible international cooperation set up by the Ministry of Education and Culture has published recommendations that emphasise openness, reciprocity and risk management in international cooperation in higher education and research. The recommendations aim to safeguard academic freedom while also ensuring that international cooperation upholds democracy and ethical choices.

23.4.2020 | At its meeting on 21 April 2020, the Ministerial Working Group on Competence, Education, Culture and Innovation adopted a National Roadmap for Research, Development and Innovation (RDI). The measures in the Roadmap will improve the global attractiveness of the Finnish RDI environment and encourage businesses to invest more in RDI in Finland.

22.1.2025 | Finland has nominated a series of 13 properties designed by architect Alvar Aalto's office for inclusion in the World Heritage List. The properties, named "Aalto Works", represent Aalto's modern and humane architecture. At the request of the Ministry of Education and Culture, the Finnish Heritage Agency has drawn up a nomination proposal, working together with Alvar Aalto Foundation and the stakeholders of the architectural sites.

22.8.2023 | The Ministry of Education and Culture has appointed a working group to prepare an increase in tuition fees for non-EU and non-EEA university students. The working group is also expected to propose legislation to prevent the circumvention of tuition fees and to re-introduce university application processing fees.

12.3.2025 | A survey by We Foundation shows that groups for extracurricular activity organised by municipalities free of charge as part of the school day provide the majority of the participants with a safe space that is free of bullying, discrimination and racism. The results confirm that groups based on the Finnish model for leisure activities increase student wellbeing and are the only opportunity for many children and young people to have a hobby. The survey covers 20 municipalities of different sizes.

7.10.2021 | The Ministry of Education and Culture and the Ministry of Transport and Communications have appointed a working group to look into models that would broaden the financial base for audiovisual productions. The working group is to explore possibilities of imposing an obligation on actors in the audiovisual industry to invest in Finnish content production.

9.1.2020 | Minister of Science and Culture Hanna Kosonen has appointed a working group to prepare proposals for policies to strengthen the inclusion of people with a foreign background into cultural life and to promote cultural diversity through arts and culture.

25.9.2019 | A continuous learning reform will focus on the skills of working age people. The reform will respond to the educational needs arising from changes in the world of work and seek solutions to combine work and study. Implementation of the comprehensive reform will continue beyond this government term.

3.7.2017 | A High Level Group estimates that while Horizon 2020 has supported excellent research and internationalisation and enhanced competences, its funding has been insufficient. According to the Group, chaired by former European Union Commissioner Pascal Lamy, EU’s next research and innovation programme should double the funding to EUR 120 billion. The additional funding could make research activities openly accessible to the public and find faster solutions to societal challenges.

12.10.2017 | In its resolution of 12 October, the Government outlined measures to be taken to promote young people’s growth and living conditions during the remainder of the government term. The National Youth Work and Youth Policy Programme is a cross-sectoral programme drawn up under the new Youth Act. The programme will be adopted as a government resolution every four years. As the Youth Act was amended during the current government term, the first programme now adopted covers only the period 2017–2019.
