Vision for higher education and research

The work will be carried out in three progressive phases. We brought the situation picture up to date in spring 2025 and outline the key objectives for the vision in the course of autumn 2025. Then we will publish the vision and the recommended measures for higher education and research in spring 2026.

Invitations will be extended to a broad spectrum of actors and stakeholders in the higher education and research fields to take part in the work for a new vision. In addition to events and stakeholder meetings, an open online platform will make it possible to comment on the work at different stages of the process.

Preparation of the vision continues during winter

At the beginning of the autumn, an open stakeholder consultation was organised, the results of which will be published later on this page.

The common objectives for higher education and research will be finalised following the management seminar and the online survey at the turn of the year on the basis of discussions in the relevant steering group and parliamentary monitoring group.

In spring 2026, work on the vision will focus on preparing recommendations for measures.
