Vision for higher education and research

The environment in which higher education institutions operate has changed significantly since the previous vision was drawn up in 2017. Thus, the Ministry of Education and Culture will be formulating a new vision for higher education and research. The new vision aims to respond to the changes in society and to formulate long-term guidelines for enhancing higher education and research. The vision extends to 2040 and will identify the required measures to achieve the vision.

The work in the vision has progressed in three phases. It started in April 2025 with a description of the overall situation picture. Next, the key objectives for the vision were outlined. In spring 2026, based on discussions between the steering group and the parliamentary monitoring group, recommendations for measures for the vision were drawn up.

Higher education institutions and other stakeholders have been widely invited to participate in work on the new the vision. Individual events and meetings have been held where the vision has been discussed, and comments have been submitted at different phases of the process through three online consultations. Organisations are still welcome to invite representatives of the Ministry to discuss the vision at their events.

Consultation round from 26 March to 15 April 2026

The draft vision for higher education and research is open for comments in a consultation round open to the general public between 26 March and 15 April. The final vision and recommendations for measures will be published in early summer 2026.
