Planen ska behandla den sociala, regionala och språkliga jämlikheten inom högskoleutbildningen samt eventuella hinder för att olika minoritetsgrupper ska kunna söka till högskoleutbildning. Arbetsgruppen ska utarbeta en åttaårig plan för finansieringen av forskning och utveckling (FoU) och för andra aspekter av politiken inom forskning, utveckling och innovation (FoUI) i enlighet med lagen om statlig finansiering av forsknings- och utvecklingsverksamhet. Arbetsgruppen sammanträder både i begränsad och i utvidgad sammansättning. UKM och ANM ansvarar för beredningen, som utförs på ett förvaltningsövergripande sätt.
