The Ministry of Education and Culture has published a report by the Copyright Infrastructure Task Force on its work to date. The report brings together experiences and recommendations on how the management and licensing of copyright data can be developed to meet the needs arising from digitalisation and artificial intelligence.

The International Copyright Infrastructure Task Force (CITF) aims to strengthen the potential of the cultural and creative industries and rightsholders to benefit from new technologies in copyright management, rights licensing and remuneration payments. The Ministry of Education and Culture considers it important to engage in dialogue at both EU and international level on how to further develop and support the copyright infrastructure.

The task force working to improve the interoperability, reliability and machine readability of copyright data has operated under the Ministry’s leadership since 2022.  The initiative to develop the copyright infrastructure was launched during Finland’s Presidency of the Council of the European Union in 2019. The network brings together experts from more than 30 countries and is supported by organisations including EU institutions and the World Intellectual Property Organization (WIPO).

The network's work contributes to the objectives of the Government Report on Cultural Policy. The report highlights the need to develop technical solutions that safeguard opportunities for creators to generate income from their work in the age of artificial intelligence.

Between 2022 and 2026, the Ministry of Education and Culture has provided grants for projects to develop the copyright system, as well as funding from the EU Recovery and Resilience Facility (RRF) to support the development of copyright infrastructure. These efforts have produced internationally significant comparative data on the benefits of modernizing the infrastructure in the cultural and creative sectors. One example is the adoption of ISNI identifiers issued by the National Library by Finnish collective management organisations.

The report will be submitted to the European Commission, the European Union Intellectual Property Office (EUIPO) and the WIPO on 8 July 2026 in Geneva.
