The national Teacher Education Forum was nominated by the Ministry of Education and Culture to foster the research-based development of teacher education through co-configurative and broad collaboration and to prepare a development programme for teachers’ pre- and in-service education through co-configurative collaboration. The first term of the Forum was 2016-2018 and the second term 2019-2023.
Forum members represent universities, providers of education, teacher unions, student teachers, the Finnish National Agency for Education, the Ministry of Education and Culture and other relevant stakeholders such as the Association of Finnish Local and Regional Authorities and the Trade Union of Education (OAJ).
The Teacher Education Development Program drawn up by the Teacher Education Forum in 2016 and renewed in 2022 outlines the goals and measures to keep teacher education strong, attractive and internationally respected.
The term 2019-2023 of the Teacher Education Forum has ended. In December 2023, the Ministry of Education and Culture granted funding to the University of Helsinki for the coordination and implementation of the new four-year term (2024-2027) of the Teacher Education Forum. National Teacher Education Forum was appointed 2016 by the Ministry of Education and Culture to reform the pre-service, introductory and in-service teacher education and training. New forum was appointed 2019 and its current term lasts until the end of 2023.
In December 2023, the Ministry of Education and Culture granted funding to the University of Helsinki for the coordination and implementation of the new four-year term (2024-2027) of the Teacher Education Forum. The first forum prepared 2016 the Teacher Education Development Programme for teachers’ pre- and in-service education. This development program set out holistic competence goals for teachers’ pre- and in-service education and continuous life-long professional development. The Teacher Education Development Programme was implemented through research-oriented pilot projects, national seminars and workshops and local and regional meetings. In all, 45 (57) collaborative pilot projects were financed by the Ministry of Education and Culture through the allocation of about 27,7 million euros starting 2017 and 2018, emphasising the aims outlined in the Development Programme and highlighting collaboration between pre- and in-service teacher education, between HEI’s and schools, as well as research-based orientation of the projects.
The Teacher Education Forum has now revised the Teacher Education Development Programme for 2022-2026 (http://urn.fi/URN:NBN:fi-fe2022053140998). The programme aims to meet the new needs of teacher education in the context of the 2020s. The programme covers teachers’ core education and induction as well as career-long professional and continuous learning. The revised programme takes into account the challenges that education faces in the 2020s. There are challenges related to equity and equality, to support and guidance for learners and the accessibility of education, for example.
In December 2023, the Ministry of Education and Culture granted funding for the implementation of the new four-year term of the Teacher Education Forum. The University of Helsinki is responsible for coordinating the forum 2024-2027.
