Special tasks related to remunerations

The Ministry of Education and Culture approves the copyright societies that are in charge of tasks related to public lending remuneration, resale remuneration for visual arts, and the remuneration for the use of audio recordings.

The societies annually submit a report to the Ministry of Education and Culture on their activities related to the approval decision.

Public lending remuneration

Remuneration is paid to the authors of literary works, musical works and works of visual arts for the lending of copies of their works to the public from public libraries maintained by the municipalities and university libraries (also including the libraries of universities of arts and sciences).

Remuneration is paid to authors of musical works, literary works and works of visual arts who live in Finland or in another EEA country. The remuneration sum paid to each author depends on the total number of loans of the publication concerned. The public lending remuneration paid by the Ministry of Education and Culture is based on the EU directive on rental and public lending.

From the beginning of 2024, remuneration for library use of e-books and e-audiobooks in public libraries and academic libraries is paid to the aforementioned authors as well as e-audiobook narrators.

  • Kopiosto ry – works of visual arts and photographic works; e-audiobook narrators (2024–2026)
  • Sanasto ry – literary works
  • Teosto ry – musical works, including musical works on audio recordings

Resale remuneration

According to the Copyright Act (Section 26 i), visual artists have the right to remuneration for the resales of their works. The right to resale remuneration applies to works of visual art in which the copyright protection is in effect. Resale remuneration is not paid on the first sale of the work, i.e. when the work is bought from the artist.

Remuneration for the use of an audio recording

Remuneration for the use of a sound recording is paid to the performing artist and the producer of sound recording, and remuneration for the use of a music recording containing images is paid to the performing artist (Section 47).
