Foresight and evaluation activities
The impact of education is evaluated. The purpose of evaluation is to support development and to promote conditions for learning.
Pre-primary education and comprehensive school education are evaluated using different theme and system evaluations. Comprehensive school education is also evaluated on the basis of learning outcomes. The aim is to produce information that can be used to develop teaching and decision making related to it. Evaluations are also used to ensure parity in education and the quality of teaching.
Finland's National Education Evaluation Centre is responsible for the evaluation of education. Education providers are also obligated to evaluate and participate in the evaluation of their activities.
The Regional State Administrative Agencies are responsible for in-service training of teaching staff, for improving competencies (Osaava programme) and for assessing accessibility to regional basic public services.
The Centres for Economic Development, Transport and the Environment monitor the matching of working life and education, are responsible for short-term regional foresight and participate in medium-term and long-term foresight, which is coordinated by regional councils. The Centres also coordinate European Social Fund (ESF) activities under their mandate.
Education committees monitor, assess and anticipate developments in competencies in education and working life and bring forward initiatives on ways to enhance education content.
Additionally, organisations such as the Organisation for Economic Co-operation and Development (OECD) and IEA carry out international comparisons (e.g. Programme for International Student Assessment (PISA)).
