Goals and results
The aim of the study was to assess the economic impacts of introducing an investment or payment obligation for on-demand programme services and different implementation options (a direct investment obligation, a fund model, and a hybrid model of investment obligation and fund) on the domestic audiovisual market and the sector's growth potential.
According to the report, the model known as the staggered hybrid model could work in Finland in a way that meets the objectives of the Directive with regard to strengthening domestic and European content and is proportionate and non-discriminatory, without harming the business activities of domestic commercial operators.
The proportionality and non-discrimination that the obligation requires can be taken into account by staggering the payments so that, where a sufficiently large sum of direct investments is realised, the payment obligation is completely nullified.
Starting points
The report was a follow-up to earlier studies commissioned by the Ministry of Education and Culture and the starting point of the study was that an effort would be made to impose in Finland the obligation enabled by the AVMS Directive in a manner that would cause as little harm as possible to the position of domestic commercial operators that already make major investments but which would encourage international operators to participate in the financing of productions in Finland.
Additional information
The model proposed for implementation is estimated to generate annual fees of around EUR 9 million. The growth in the industry caused by the model would be estimated at EUR 20-25 million per year.

According to the proposal, the payment obligation would apply in the following order to operators whose direct investments do not exceed 10% of turnover:
The fee is 5% of the turnover of all operators whose direct investments are 5% or less.
If the operator's direct investments account for 5-10% of its turnover, the excess of 5% may be deducted from the amount of the fee. For example, if the operator's direct investments account for 6.6% of its turnover, the fee must be paid between 5% and 1.6%, or 3.4%.
The fee would be determined based on the turnover of the on-demand programme service, in which subscription and transaction fees as well as advertising, sponsorship and product placement income would be taken into account in the same way as in the models of other countries.
