Goals and results

The practical objective of the Delegation is to bring together key stakeholder representatives and create opportunities for interaction and promote the creation of solutions in issues involving numerous parties to the copyright system.

The Delegation is led by State Secretary Elina Laavi.

Starting points

Since 2012, the National Copyright Delegation has served as a liaison body between the Ministry and copyright stakeholders. Above all, it is a question of maintaining a permanent dialogue on the development of national copyright policy, the copyright system and copyright legislation. The tasks include monitoring the development of copyright issues in the European Union and international organisations and assessing it from Finland's perspective. For several years, the Delegation has promoted cooperation between different sectors in copyright matters, for example by forming working groups under the Delegation, whose work is monitored at the meetings of the Delegation. Over the years, the working groups have prepared issues related to the reduction of piracy and, over the past few years, especially the development of the copyright infrastructure. Studies may also be commissioned to support the work of the Delegation. The Delegation may also make proposals to the Ministry on reports, studies and development projects.
