The Copyright infrastructure on national, EU and global level supports industry-specific initiatives to promote the proper functioning of the copyright system in particular to form an open rights data framework (ORDF) for new technologies. This webpage is dedicated for the national level AI- subgroups and on EU-level the Copyright Infrastructure Task Force (CITF).

NATIONAL LEVEL work will involve subgroups on AI and copyright discussing topics like practices in the use of AI (creativity, authorship), technology (identification, transparency) and legal issues (compliance with DSMD, AI Act etc).

EU LEVEL WORK (AI & copyright use case)
Considering the need and urgency to equip the creative industries with adequate tools to face challenges arising from Large Language Models and Generative AI the CI Task Force has suggested leveraging AI & Copyright to prepare for a Use Case on the opt out mechanism. The Ministry of Education and Culture has provided a grant to the Finnish National Library of 165 000 euro to coordinate the multicountry project (FI, EE and LV). The so called First Project with deadline June 2025 aims to prepare to conduct a Large-Scale Pilot. The CITF works closely TEMS (Trusted Media Data Space), ALT EDIC (Alliance for Language Technologies) etc and also with the EDIC Europeum, in view of becoming one of its Use Case Groups and conduct the pilot in 2025

GLOBAL LEVEL WORK will continue with global level meetings and events relating to infrastructure development www.wipo.int

Development of copyright infrastructure is taking place within all various creative sectors and in cooperation with stakeholders representing various interests in the copyright system. Sharing of experiences within, among and between the creatives sectors supports the development of common best practices and where needed, standards for the compliance of the specific provisions of the copyright system.

To support this work the government of Finland has organised a series of facilitated meetings and workshops between 2020-2023. Finland has also provided funding to the various creative sectors to develop their practices in relation to metadata on works, authors and their terms of use (rights) among others. Such data is considered (electronic) rights management information protected against alteration and removal under the WIPO Internet treaties (1996) and EU directive 2001/29/EC (Information Society)

NATIONAL LEVEL DEVELOPMENT (work led by ministry of Education and Culture in Finland) takes place under the National Copyright Delegation established for 2023-2027 led by State Secretary Kristiina Kokko to Science and Culture Minister Mari-Leena Talvitie. This work continues with a focus on AI and copyright related questions. Subgroups are set for I: Practices related to AI, II: Technologies, III. Legal issues; Groups of 20 experts will met three times during spring and early fall 2024 and reported to the Copyright Delegation in the end of the year 2024. EU LEVEL DEVELOPMENT takes place within the CI Task Force which is a forum for informal exchanges between experts from EU member states led by Finland. Participants of the CITF are BE, CZ, DE, EE, ES, FI, FR, HU, IT, LT, LV, MT and 2 EFTA members and the European Commission and the EUIPO Observatory (as observers).
The Copyright Infrastructure Task Force is a EU level multi country project established by the initiative of Estonia to Finland in 2022. The Task force consists currently of representatives of some 12 countries as either members or observers and the Commission. The CI Task Force is open to any EU MS (no obligations or financial contributions required) It meets around once a month (Tuesday at 8.30 - 11 am on Teams). Currently the CI Task force is planning and defining a use case to be made on the topic of AI&Copyright (see below). Contact: [email protected]

GLOBAL LEVEL WORK (work led by WIPO)
This work has taken place especially at World Intellectual Property Organisation (WIPO) with the organisation of WIPO Copyright Infrastructure Webinars during 2022-2023 with various stakeholders of the copyright system. Copyright Infrastructure development is partly relevant also in the studies conducted by WIPO on the voluntary registration of rights, transfer of rights and legal deposit systems. The AI Conversations organised remotely by WIPO touch also upon the benefit of new frontier technologies on the management of the global IP system. WIPO's important engagement in this topics continue is continuing in 2024. More information: www.wipo.int
