Summary

In accordance with Prime Minister Orpo’s Government Programme (2023), the Government will reform the legislation on basic education in the arts. The aim is to make access to teaching smoother, taking into account different fields of art.

Starting points

Basic education in the arts is goal-oriented education in different fields of art, primarily for children and young people which, at the same time, gives pupils the ability to express themselves and to apply for vocational and higher education in the relevant field of art.

Basic education in the arts is regulated by the Act on Basic Education in the Arts (633/1998) and the decree (813/1998) issued on its basis. The basis for the legislation on basic education in the arts dates back to the 1990s, and the funding system was also largely created at the same time. The need to develop the type of education as a whole was identified in several studies and in vision work completed between 2019 and 2023, as well as in the work done on reference architecture and quality in the sector.
