Audiovisual sector proposes public-private growth agreement to realise growth potential of the sector

Representatives of the audiovisual sector submitted their views on the business objectives and necessary measures to the representatives of the Ministry of Economic Affairs and Employment and the Ministry of Education and Culture at the Screen Helsinki event on 31 August 2022. The objective is to create a common growth agreement based on open dialogue. This would be a new operating model aimed at the growth and internationalisation of companies in the audiovisual sector.

“In future, developing the growth environment for Finland’s creative economy will happen in close dialogue with companies in the sector. The companies will create growth, and the operating environment must support this as much as possible,” says Ilona Lundström, Director General at the Ministry of Economic Affairs and Employment. 

The growth agreement is an action plan in which the public sector and companies in the renewing ecosystems define common growth and development goals and future business opportunities. The agreement focuses on education, responsibility, international dimension and funding for the audiovisual sector. The entries related to these themes will support the preparation of the next Government Programme. 

The implementation of the growth agreement is driven by the global growth in the audiovisual market. Finland’s audiovisual sector aims to become part of a growing international market, which means that both the audiovisual field and the public sector must commit to a continuous, long-term development of the sector.

“The creative economy has great potential for Finland’s national economy and culture. The Finnish audiovisual sector has been on the rise for a few years now, and it is important that we identify measures to help those involved in the sector in the future too,” says Riitta Kaivosoja, Director General at the Ministry of Education and Culture. 

“Further work on the growth agreement will continue in the audiovisual sector, and based on the experiences, the practice will also be implemented in other creative sectors beginning next year,” Lundström says. 

The Ministry of Economic Affairs and Employment and the Ministry of Education and Culture launched the growth agreement process for the audiovisual sector at the start of 2022. The ministries tasked Business Finland and the Finnish Film Foundation, which are both within the ministries’ remit, with preparing the project. The steering group invited Audiovisual Producers Finland (APFI ry) to represent the industry. The industrial policy programme Film Tampere of the business development company Business Tampere Oy facilitated the practical development work with project funding from the Ministry of Education and Culture. Close to 200 people representing all key operators in the sector participated in the growth agreement process. In total, the companies’ turnover amounts to more than EUR 600 million.
