Common objectives for higher education and research until 2040 are taking shape – Comments are invited on draft objectives through an open online survey
Formulation of the vision for higher education and research will proceed at a seminar for the management of higher education and scientific institutions in Vaasa from 26 to 27 November 2025. The principles guiding the work on the new vision will be introduced by Minister of Science and Culture Mari-Leena Talvitie. The draft common objectives for higher education and research up to 2040 will serve as a basis for the discussions.
The highlighted objectives and key themes include Finland as a leader in education, democracy and freedom of research; better opportunities for young people to access higher education; and recognizing creative professionals as a key to the nation’s success.
The third online survey that presents the draft objectives will also be launched on Wednesday 26 November. Comments will be collected widely from actors in the fields of higher education and research, from representatives of the world of work and stakeholders, and from citizens interested in the future of higher education and research.
The common objectives for higher education and research will be finalised following the management seminar and the online survey at the turn of the year on the basis of discussions in the relevant steering group and parliamentary monitoring group. The steering group is chaired by Minister Mari-Leena Talvitie. In spring 2026, work on the vision will focus on preparing recommendations for measures.
Respond to the survey by 9 December. The questions can be answered in Finnish, Swedish or English.
