The Sustainable Growth Programme for Higher Education in Finland seeks solutions through which higher education and research can contribute to the strengthening of the Finnish public economy and fuel sustainable growth.

2.6.2026 | The National Working Life Development Strategy to 2035 has been completed. The strategy aims to accelerate Finland’s economic growth by modernising the world of work so that Finnish workplaces become more innovative, more productive and better places to work. The Ministry of Economic Affairs and Employment, the Ministry of Social Affairs and Health, and the Ministry of Education and Culture published the strategy and an accompanying implementation roadmap on 2 June 2026.

The Digital services for continuous learning programme (2021–2025) consists of: 1. a digital service bundle for continuous learning that covers the entire education system and crosses administrative boundaries, and 2. a digitalisation and flexible learning package for higher education that covers all higher education institutions (Digivision 2030).

8.5.2026 | The EU ministers responsible for education, youth, culture and sport will meet in Brussels on 11–12 May. Education ministers are expected to adopt a general approach on the next Erasmus+ programme and outline the role of artificial intelligence in education. Other items on the agenda include the EU Youth Dialogue, the new AgoraEU programme, and mental health in sport.

24.5.2024 | Minister of Science and Culture Sari Multala has granted EUR 3.3 million in discretionary government grants to those operating in the cultural and creative industries. Structural support is part of the Sustainable Growth Programme and is designed to create innovative services and to devise novel production and operating procedures.

The subgroups for copyright infrastructure meet in different configurations including workshops to discuss topical issues related to practices on identifiers in the creative field, metadata, technology and infrastructure development, and legal issues linked to data and IP. A draft roadmap has been developed during year 2021. In 2022 focus on NFT's, data protection and EDICs (European Digital Infrastructure Consortium).

18.12.2025 | In autumn 2025, a parliamentary monitoring group to support the process to prepare a vision for higher education and research discussed common objectives for higher education and research up to 2040. The group is chaired by Member of Parliament Maaret Castrén.
