Summary

The Ministry of Education and Culture and the Ministry of Economic Affairs and Employment have
appointed the National Lifelong Guidance Forum and its working group for the period 1.4.2020–31.1.2023.

Starting points

The transformation of working life requires investments in lifelong guidance. Digitalisation, automation and globalisation are changing the labour market and the ways in which work is done. The current labour market is characterised by the need for skilled labour and the prerequisite for continuous skills development.

In order to promote the central alignments of the Government Programme, it is necessary to prepare a lifelong guidance strategy that provides ways to meet the transformation of working life and the challenge of continuous learning and examines the whole set of lifelong guidance future-oriented but pragmatically.

Stronger and new ways of strengthening lifelong guidance and linking them to other policies are needed.
