Teaching and Learning International Survey – TALIS 2024 – is the OECD’s largest international study concerning teachers and principals/leaders. The TALIS survey was first conducted in 2008, and has since been carried out in 2013, 2018, and 2024. Finland is participating in TALIS for the third time.
The focus of the TALIS study is on teachers and principals/leaders. The aim of TALIS is to provide participating countries with internationally comparable data on factors that promote teaching, learning, and the leadership of schools and early childhood education centers.
In Finland, the national implementation of the study is managed by the Finnish Institute for Educational Research at the University of Jyväskylä. The study is coordinated in Finland by the Ministry of Education and Culture.
TALIS consists of various components. In the TALIS 2024 round, Finland is participating in the main survey targeting lower secondary level teachers and principals (ISCED 2), and for the first time, in the TALIS Starting Strong module, which targets staff in early childhood education and pre-primary education, as well as leaders of daycare centers and schools providing pre-primary education (ISCED 02).
Additionally, TALIS includes ISCED 1 (grades 1–6 of basic education) and ISCED 3 (upper secondary education) supplementary modules, as well as the Teacher Knowledge Survey. Finland is not participating in these supplementary modules in this TALIS round.
Data collection in Finland was carried out in April 2024 through surveys directed at teachers and principals.
The OECD will publish the international comparative report for the main survey on October 7, 2025. The corresponding international comparative report on early childhood education will be published on December 2, 2025. Finland will also publish national reports for both surveys. Both national reports will be released by January 2026 at the latest.
In addition, the OECD will later publish thematic reports, including ones focusing on sustainable development (2026) and leadership (2027).
A national seminar on Finland’s TALIS results will be held in January 2026.
The EU is partially co-funding Finland’s participation in the OECD’s TALIS 2024 study.
