Goals and results

This overhaul is carried out to ensure that the level of support remains sufficient for full-time studying, to encourage the completion of qualifications within the target period, to improve the security of student loans, to clarify the system and to facilitate implementation.

The working group will make proposals on student financial aid for both upper secondary and tertiary education. For upper secondary education, the focus will be on the criteria and incentives for ensuring the subsistence of students in compulsory education. For tertiary education, the focus will be on the criteria and incentives for ensuring the subsistence of students while they complete their first tertiary-level degree within the target time.

The working group will also propose elements to improve the usability and security of student loans. With regard to students, the working group will explore and develop a financially attractive option to complement the general housing allowance that will favour shared student housing.

The working group will commission studies necessary to support its work.

The project is based on the Programme of Prime Minister Petteri Orpo's Government, according to which the Government will launch an overhaul of the student financial aid system. In line with the Government Programme, the project will examine the level of study grants, the size of student loans, the amount of student loan compensation, tax-exempt income thresholds, the status of students with families, and housing support.
