Goals and results
The aim is to intensify cooperation within central government and between the authorities related to the protection of traditional Sámi knowledge, including cross-border cooperation. This requires cooperation with the other Nordic countries and also with the Arctic countries. In 2026, consideration has begun on making the network more formal. In the first phase, the network was recorded in VAHVA and the Gateway to information on Government projects was established.
Starting points
Dialogue and competence in traditional knowledge have improved over the past few years, but cooperation is still needed. The network consists of 50 public officials and experts. The need for cooperation is emphasised, for example, in the implementation of the measures included in the report of the Truth and Reconciliation Commission concerning the Sámi people, in the possible implementation of the Nordic Sámi Convention, and in international negotiations, such as the World intellectual property Organization WIPO.
The Sámi are one of the people living in the territory of four countries. The new Act on the Sámi Parliament and the stronger obligation to negotiate contained in it will improve the opportunities of the Sámi to participate in decision-making concerning them, for example in connection with the protection of traditional knowledge. The practical implementation of the Act requires the creation of good practices in both domestic processes and processes related to EU and international negotiations. This requires better cooperation between the central government and the authorities and cross-border cooperation in Sweden and Norway. There is also a similar need for protection with regard to traditional knowledge of the Inuit in Greenland.
The traditional information network, which started in 2014, has mainly operated by email, and since 2017 physical meetings have also been arranged, twice in Helsinki and most recently in Inari in 2025 and in Oulu in 2026.
