Goals and results
The aim is to restructure the system of continuous learning to meet the needs of the future. The vision for reforming continuous learning is that everyone has the knowledge, skills and competence required for a meaningful life, that everyone develops their skills and competence during their working lives and that competence renews the world of work and the world of work renews competence.
The objectives for reforming continuous learning were set based on this vision. Key objectives include raising the level of competence of the population, improving the employment rate, greater equity in participation and better availability of skilled labour.
Indicators measuring the implementation of the measures of the parliamentary reform and the achievement of the objectives will be monitored regularly.
Starting points
To promote employment, we need a strong commitment to education and skills. The changing demands of work will increase the need for upskilling and continuous learning. A particular challenge is that those most in need of education are the least likely to access it.
The desired benefits of the project include raising the level of competence of the population, improving the employment rate, greater equity in participation and better availability of skilled labour.
A parliamentary group appointed for reforming continuous learning adopted a number of policies for continuous learning on 17 December 2020 that seek to create opportunities for working-age people to develop their skills and competence and to ensure the availability of skilled labour. The policies are already being implemented.
