Preparation of vision for higher education and research progresses: Parliamentary monitoring group appointed
The Government has appointed a parliamentary monitoring group to support the process to prepare the vision for higher education and research 2040. The term of the monitoring group is from 15 September 2025 to 30 June 2027.
The task of the monitoring group is to offer perspectives to support the formulation of the vision and, in particular, the common objectives for higher education and research extending to 2040.
The parliamentary monitoring group is chaired by Maaret Castrén and the vice chair is Jaana Strandman. The group has members from eight parliamentary groups.
Vision for higher education and research 2040 is a process launched by the Minister of Science and Culture. There have been major changes in the context where higher education institutions operate since the Vision for higher education and research 2030 prepared in parliamentary cooperation was published in 2017.
The work on the new vision aims to respond to the changes in society and to formulate long-term guidelines for developing higher education and research. The vision extends to 2040 and will identify the required measures to achieve the vision.
The work will be carried out in three progressive phases. The description of the current situation of higher education and research was updated in cooperation with the higher education institutions and other stakeholders in spring 2025. Outlines for the key objectives of the vision will be formulated during autumn 2025. The vision for higher education and research and recommendations for measures will be published in spring 2026.
The vision will be formulated together with higher education institutions and other stakeholders. The second stakeholder survey will be open until 18 September.
