The Government proposes a new foreign studies act, which would define the eligibility conferred by qualifications completed abroad for certain posts and positions in Finland. The aim is to simplify the recognition of qualifications held by international talent who completed their education outside the EU and EEA, and to reduce delays in their entry into employment.

The government proposal lays down provisions on the eligibility conferred by studies completed abroad in situations where a profession or position is regulated, or where appointment to a post requires a qualification at a specific level in Finland.

Professional qualifications acquired by an EU or EEA citizen in another Member State are recognised under the Act on the Recognition of Professional Qualifications. The proposed foreign studies act would apply to the recognition of qualifications acquired abroad by third-country nationals.

Anyone educated abroad who wants to work in a regulated profession, such as in education, healthcare or social services, must have their qualifications recognised by the relevant authority in Finland. In particular, the new act would help the Finnish National Agency for Education assess eligibility for professions in education and early childhood education and care. Separate legislation already governs the recognition of professional qualifications in some sectors, for example in healthcare and social services.

More consistent decision-making without lowering eligibility requirements

The aim is to make procedures more efficient, simplify the recognition of qualifications and improve opportunities for people educated abroad to practise their profession in Finland.

The foreign studies act would set out when an authority can decide that a person is eligible for a regulated post or position in cases that are not covered by the Act on the Recognition of Professional Qualifications.

More opportunities and pathways would be available for people whose education completed abroad differs from the education required in Finland. Applicants could take an aptitude test, complete a period of adaptation, or do both. These could replace or complement supplementary studies. Professional experience and studies completed in Finland could also be taken into account more effectively than at present.

A new qualifications assessment service would be launched to help employers and education providers assess foreign qualifications. The service would provide a tool for assessing higher education qualifications completed abroad in situations where an official recognition decision is not required. The qualifications assessment service, currently being developed by the Finnish National Agency for Education, is expected to be launched by the end of 2027.
